Guys, I got an idea for a new stat: Shield penetration

So, some of already are fed-up from all the shield/heal meta and while we have a counter for heal - grievous wounds, we do not really have an answer to shields. So what about a new stat - shield penetration. There are many ways it could find a use in a game and be balanced properly, to not cut the shields useless, and in the meantime - give us an answer to shield stacking. I would like to know your opinion on that, and, if the stars are aligned right - why not some RIOT-er response.

Disclaimer: the following paragraph is just one way I imagine it could be implemented. As I am a low-elo noob and I am not really a game designer I understand that the implication I suggest may not be the best way to introduce shield penetration in-game, but if you find the idea interesting and have other proposals - please do not downvote into oblivion, but rather than that - suggest some other ways. Thanks in advance for your time reading and answering. Have a nice day!

So, one way I imagine this is a stats bound to supports, why not the aggressive mage supports, for example a passive efect on mage support oriented item(s). The way I imagine this is whenever the support damages or CC a enemy - his teammates receive a debuff that allows them to penetrate part of the shields that particular enemy has. I will not go into details, as I stated - i do not feel competent to do. I rather wanted to propose a way that could be implemented. In my head it does makes sense, because it would allow the damage/initiation orientated support to boosts his team damage, rather than just doing it my himself, which IMO fits into "damage/initiation oriented support". Thoughts?

This has actually already been proposed by Riot, a few "gameplay thoughts" posts in the past. There were not exact details given, but Meddler did say that they were talking about it.

I will say that tying it to support items is not the best idea, imo. I think this would work better as a damage item for sustained damage dealers, since shields should, first and foremost, be a counter to burst damage imo.
