I see this static build on every champion that goes tank

most tanks scale with ap and have low waveclear or that waveclear is heavily mana gated like in case. so they pick sunfire cape to help out with that and deal some extra damage against targets with low mr (if they picked magic pen runes and built )

ad bruisers almost never need additional waveclear, and theyre not building magic pen to make the damage useful against champions.

though since most squishies have mr options available to them, and other bruisers and tanks stack mr themselves, the damage to champions isnt whats important about the item. sunfire is all about split pushing and waveclearing.

gauntlet gives some extra sticking power and a bit of extra damage after your initial engage.

spirit visage, because some tanks like mao have inbuilt sustain. there is also the fact that passive supports are really strong right now. especially soraka. heals are very effective at the moment due to masteries. windspeakers blessing, runic armor, etc. spirit visage adds onto this.
