Why doesn't Hunter's machete give +30% mana regeneration if Blade/Sabre/Knife gives 180% when bough?

At the current moment, Hunter's Talismen grants 150% mana regeneration while Hunter's Machete grants 0% mana regeneration. However, when you buy the Blade/Sabre/Knife component you get an additional 30% mana regeneration added. Instead of 30% mana regeneration being randomly tacked on, Hunter's machete should grant 30% mana regeneration.

While somewhat small, having the additional mana regeneration could be beneficial to the more single-target Junglers who want to spam their abilities more often in the jungle and be able to do a Krug clear start. In my opinion, Jungle champions shouldn't be constricted to only one component of the Blade/Sabre/Knife component in the first few minutes of the game when in need of mana regeneration while in the jungle.

My question is this: Is there considerabe merit to have Hunter's Machete have 30% mana regeneration while in the jungle?

...You also get additional lifesteal from the upgraded jungle item components. They point of tying mana-regen to the Talisman and lifesteal to the other is to create an opportunity cost for junglers when it comes to picking a starting item. If Machete gave both mana-regen and lifesteal, no one would start Talisman because it would be completely inferior.
