Let's talk about Udyr for a sec

Udyr is a champion who does either one of two things. If he gets fed, he builds bruiser and becomes a very strong duelist, or he builds tank/whatever and split pushes all day. It doesn't matter whether Udyr does poorly or not. The damage on phoenix stance is good enough that he can split push very well with it, especially after he gets sheen. The mana cost is also very low, so he can pretty much spam it all day. And you can't really punish him for doing this because he'll just go into bear stance the instant you get close to him. From a balance perspective, Udyr is a huge problem. Regardless of how sh*tty he does during the game, he's going to split push all day and there's nothing you can do about it.
