Why is a remake not allowed if a player loads, but doesn't do anything?

I just encountered a bug where the game client would not allow me to give any input for the third time since 8.3. The game loads, but won't capture focus. This means I can't click anything or give any keyboard input; the only way I can exit is via task manager.

It requires a full system restart before the game will work again.

However, my team can't remake, because I actually loaded into the game, regardless of the fact I haven't so much as moved. How does this make any sense?

its a bit different than you, but kinda on topic. ive had at least one games where we threw up the remake vote but the dc reconnects and we dont remake. and others where they reconnect right before the window, not move, and then dc after the window closes.
