For Cass i think it would be better if her Q slowed and her E gave MS and her W Silenced

No, E would be broken by that logic, because you'd always be traveling at 100 miles per hour towards your target since it doesn't punish you for not poisoning something first and it's point and click. Q should still be a movespeed buff to catch up to target, E should just be her main DPS, W being a silence doesn't sound like an awful idea, but it could be broken.

W silence seems broken, it's a very large and very fast moving AoE.

Depends on the cooldown. Because to be honest grounded is pretty garbage, but with the slow on W right now I think it's fine.

Yeah i guess it could be hard to get away from that but i still think the Q should slow and the W should Silence first it fits thematically because she is a poison mage and her abilities break down her target making them easy pray second the grounded thing while nice doesn't seem like enough. \If it silenced then it would be more of a cc she can follow up on because a lot of mages can just look at her and CC her then blow her up due to her short range

5 per level means 90 ms at level 18. too high. just remove that no boots passive.

It's not really that high if you think about it. It's 425 movespeed she'd have @lvl 18. Which is 25 up from what it currently is @lvl 18. Which other champions have around that much after buying boots and items that give % MS.

but you got items like ludens that give you percent movement speed next thing you know she has 500 movement speed

She'd have around 475~ movespeed at level 18 (with Luden's), which honestly, Cassiopeia doesn't really build Luden's so it isn't that broken, considering most champions right now have about that much with their combined items and abilities etc.

I don't think you're doing the math correctly. In perspective Lucian +335 with Phage +20 AA's with Swiftness Boots +60, and activated Youmuu's +20% gets around 498 Move Speed and this isn't even close to level 18. I'm pretty sure Cassiopeia would be fine getting some extra movespeed late game. The only time this is scary is when she hits Q which gives her a TON of movespeed, but it's one of the perks for hitting it considering it has such a small hitbox and is easy to dodge late game.

Will Cassiopeia be super fast? Sure she will, but it's her passive, you might as well make it a good passive.
