Riot with some things you are slower than molasses

We are already 3 months into season 7, 1/4 done with season 7. Still no 10 bans, and Graves is still god tier in basically all elos. If we had 10 bans we could perma ban graves, because he has been god tier for almost half a year now already (he lost his god tier status for a couple weeks but he quick came back). Pros already have 10 bans, and i understand riot wants 10 bans to be different from pro play and casual play. But seriously are you even working towards 10 bans for the MAJORITY of your player base? Basically what im asking is, can we get atleast tiny nerf to graves or 10 bans so i can perma ban that shotgun god. 10 bans would be really nice so when my teammates make very questionable bans like urgot, aatrox, and sivir, i can atleast ban who i dont want to see that game.
