He's had the highest win rate among adc's almost all season. You could argue that Lulu is part of the reason for this, due to the amazing synergy they have, but he was strong even before Lulu started to become popular again, so I don't really think that's the reason. Anyways, the reason he's strong really doesn't matter. I think it's time to give some other adc's their time to shine (Looking at u Ezreal and Corki).

Twitch has been nerfed enough.
Even his rework is a bit of a hinderence with the recent stealth to camo change he is very easy to find and shut down if you make a mistake. Most twitch players from Bronze to less players in platnium have a struggle in becoming useful if they get behind because of the enemy just snowballing him and always being one step ahead into catching him or his team.
You need to champions and players who are willing to commit to bully or kill Lulu, Janna, Soraka, Sona.
Two support champions that go with twitch imo are way worse to deal with in team fights or some lane phases is Alistar, Thresh and Tahm Kench
Alistar can just push any divers away from his carries and alistar players should max W first because of the single target damage is strong and it has the shortest cooldown on alistar's kit so you can easily save your adc with this or knock enemies into a thick wall for an easy kill.
Tahm Kench is simple: You just eat twitch like any other carry plus tahm's sustain and damage is still stupidly strong and is still underestimated by players.
Thresh can just easily save his twitch (if he can take the lantern or if it isn't trampled on by the enemy), His cc, damage and ultimate is great for setting up a kill or pushing away enemies or baiting enemies into a trap.
I've never had a problem against Lulu/Janna/Soraka/Sona who are still strong mage supports but they are so squishy and even if you or your allies can't kill them you can still scare them off if you are playing the appropriate champion for the job. I recommend Nautilus, Alistar, Leona Zed, Lee sin, Kassadin, Leblanc, Katarina, Jax, Fiora, Gnar, Renekton, Riven to name a few that can get the job done.
You're also not building these items 
alot of twitch players still buy runnans which is still a good item dispite its change but if they get that first you can use thornmail or rammus against him and he will just take damage for attacking your or if one of his ultimate bolts hit you.
The Twitch types you need to be more worried about is jungle twitch on red team because on the top lane he has easy access to his own red buff without fear of getting invaded by the enemy and whenever i play jungle and if im on the red team i mostly pick twitch because its so cheesey to camp top or mid lane and just keep giving the enemy top or mid lane a hard time.
Red buff did get a nerf where impact on auto attacks no longer do the true damage on impact but instead over time because when impact true damage was there it was always a 100% first blood for twitch or his ally.
I know you are a bit upset but take this information into consideration and you should do fine in the future.

Personally when i'm playing adcs I rather pick Jinx or Twitch or Jhin beacuse I like their personality of just being crazy, funny they have their own rebelious nature which i really like. Plus I like domesticated rats.
I've been playing support for years and In 9/10 of my matches I'm against an "enemy bot lane twitch" he mostly loses the lane phase and about 7/10 he loses the match because he is unable to get a comeback or his ally champions dont have a good synergy that overwhelms my team.

lmfao you think the same way as i do with supports XD.
I got Rank 7 taric easily by having my ADC twitch (free rotation at the time) he goes Q then the enemy gets shocked that they got stunned by nothing then twitch shows up in camo vision.
This was very scumbagy before twitch's assassin rework I even got accused for scripting XD.
I still do this if i bind to Shaco.
