The Slowing Items Rework
In this rework concept I will be introducing an idea of allowing the Icy passive to be accessible by an early game gold cost, the catch is is that the new item is basically completely useless early game since it will scale non-linearly based on your champion's current level. This is to solve the issue of the perma slow being snowbally for early game / laning phase once ahead but allow champions that need the slow later in the game to get the slow when laning phase is over and teamfights break out. This item will only offer the Icy passive, while it will upgrade into three paths of items which is the tank path, the AD path, and the mage path. Rylai's Crystal Scepter will receive changes updating it to this new item, it will stay relatively unchanged besides for this change. Frozen Mallet will be more expensive and with more offensive stats, especially for caster marksman, but the health is removed; so Frozen Mallet is moved into the AD path. A new item, Freljord's Ice Pick, will be the tank path which will gain some new stats and Frozen Mallet's health, the price will be cheaper than Mallet was because it is a tank item and gold is prioritized unto carry types (marksmen and mages) rather than tanks, plus this allows for junglers to get the item as well who suffer in gold. Without further to do, let us get started!
Useless Ice Chunk: Recipe: 600g
Statistics: +UNIQUE Passive - Icy: Basic attacks and spells slow their target(s) by 2-25% (5-35% for melee basic attacks) for 2 seconds.
An example to how the scaling works is that the slow will be increased by +0.5% per level between levels 1-9 and then levels 10-18 the per level slow increases by every level with the biggest increase being between levels 17-18. Causing the item to be useless during early game, somewhat useful mid game, and useful late game. Another attribute is that the slow duration has been increased to 2 seconds from 1.5 seconds, the max strength of the slow has been decreased while the spell slow has been situated between Rylai's current slow mostly to make the effect better for mages and weaker for assassins (assassins do not need more kill potential, they have DFG for that). The fact that the slow now applies to both basic attacks and spells helps tanks that were once easily kite-able to apply the slow to help them be able to actually do things in fights instead of running around doing nothing.
Freljord's Ice Pick: Recipe: Giant's Belt (1000g) + Kindlegem (850g) + Useless Ice Chunk (600g) + 350g = 2800g
Statistics: +700 Health +10% Cooldown Reduction +UNIQUE Passive - Tenacity: Lower the duration of disables by 35%. +UNIQUE Passive - Icy: Basic attacks and spells slow their target(s) by 2-25% (5-35% for melee basic attacks) for 2 seconds. +UNIQUE Active: Hurl a snowball in the target direction to apply Icy if it strikes an unit (15 seconds cooldown). If a target was struck by the snowball, Freljord's Ice Pick may be activated again while the target is still slowed by Icy to jump to the target's current location and stun the target for 1 second; this effect increases the active's cooldown (60 seconds cooldown).
Frozen Mallet: Recipe: B.F. Sword (1550g) + The Brutalizer (1337g) + Useless Ice Chunk (600g) + 113g = 3600g
Statistics: +80 Attack Damage +15% Cooldown Reduction +UNIQUE Passive: 20 Armor Penetration +UNIQUE Passive - Icy: Basic attacks and spells slow their target(s) by 2-25% (5-35% for melee basic attacks) for 2 seconds. +UNIQUE Active: For the next 6 seconds your Icy applies a mark of ice, at 5 mark of ice stacks on the same unit the unit will be stunned for 1 second; the same unit(s) cannot be stun more than once from the same duration (60 seconds cooldown). If an enemy champion dies within 3 seconds of being stunned from this effect then the cooldown triples to 180 seconds.
This will be on Rylai's Crystal Scepter as well, but the reason to why there is a negative effect if you kill an enemy champion within a short time span of being stunned is to discourage assassins and assassin-types from purchasing this item. Where as marksmen and mages can use the active as a peel tool while still having some kill threat with the passive and active, and with the threat of the cooldown being insanely long if you use the item to pick up kills should discourage assassins from getting the item to increase kill potential on to squishy targets by abusing the CC. Frozen Mallet's price point of 3600 is because it is a strong item, but still weaker than Infinity Edge so ends up just barely cheaper than Infinity Edge.
Rylai's Crystal Scepter: Recipe: Giant's Belt (1000g) + Blasting Wand (860g) + Amplifying Tome (435g) + Useless Ice Chunk (600g) + 105g = 3000g
Statistics: +400 Health +100 Ability Power +UNIQUE Passive - Icy: Basic attacks and spells slow their target(s) by 2-25% (5-35% for melee basic attacks) for 2 seconds. +UNIQUE Active: All units currently slowed by your Icy become stunned for 1 second (60 seconds cooldown). If an enemy champion dies within 3 seconds of being stunned from this effect then the cooldown triples to 180 seconds.
Even the strongest slow is less than 9% by level 9, so the Icy passive literally does not do anything significant early game, it is only accessible with a low gold cost but the passive does not take effect until team fighting / grouping takes effect and you are far out of laning phase. As far as the upgraded items go, I decided to weaken the passive to how they currently are and grant a powerful active so that the items, while not being alienated to how they are now, are more conscious decision making than anything else with the actives. Finally the need to separate the defense and offense of Frozen Mallet is so that the items can be accessible through stat efficiency by more champions that need the Icy passive but previously could not get the item because of both gold cost and not needing the attack damage because they are an AP/magic champion and are not in the mage category for Rylai's.
Hope you all like the ideas, let me know what you think, and have a nice day everyone! ^.^ ~ Stacona
