I don't play Ryze, but I just wanna know what are the goals for Ryze when it comes to reworking him?
I just wanna know like, why is one ability being changed to a skill, why is his mechanics being changed etc.

I dont know for sure, but im kinda hoping its so that they can try to buff him into viability. Not that hes in a terrible spot right now - im actually surprised hes not popular right now with righteous glory being so strong, but the whole mana = power mechanic is just problematic since so many of the large mana pool items are heavy defense items. im pretty sure he was the sole reason why banshees veil was changed from building out of catalyst a few seasons ago, so maybe if he is no so "point and click to win" then he will be allowed to be stronger. Just my thoughts.
Riot stated somewhere that they wanted to reduce his overall point and click style gameplay, and add windows of meaningful power for him and his enemies to take advantage of. Currently on the PBE his Q is a skillshot and his old passive has been changed to something along the lines of "Every 5 spellcasts Ryze becomes supercharged granting him a shield based on X mana, and making each spellcast reduce the cooldowns of his other abilities by Y (Overloads current cooldown)". This basically means he isn't a champion that plays like "I have my spells, I must spam them", and more of a "What can I do strategically setup Supercharged in order to pump out the most DPS in that window".
They're pretty cool changes and I think they have a lot more room to buff him accordingly if need be. Also his ult now grants passive CDR up to 30% which means you aren't shoehorned into Frozen Heart anymore (albeit still a good item).
