It's toxic. It was advertised as a safeguard item for squishy champions against assassins, but it's used as a second life for Mega Tanks.
Its active should not work once you are above 3K HP or maybe better: have it restore a flat amount of HP below 1K.

Since I see it more on tanks than ADCs, I can't really fault myself for it. Though it'd be nice if ADCs actually bothered to build it so they can stop dying as much.
Though even then, the item is flawed. Unless you die in a safe area, a squishy champion will probably be killed again as soon as they resurrected.

Who cares if a tank has a second life when he comes back in a 1v5. He's just gonna die twice and be useless.
