Possible Problem with Remake System

I was literally just in a game where our ADC never connected. 0% on loading screen no picture. In game was sitting in center of fountain all game without items. The remake option didn't come up at 3 minutes and I even tried to force it manually. Said someone had to never have connected. Lost a full 17 lp for that.

I don't mind too much as my rank doesn't really matter to me, but I just want to know if this is a common thing right now.
