Can we get this buff for Garen?

Its rarely worth building heavy damage, and if you go tank, you don't do any damage outside of your ult, which generally is used on someone who was going to die anyway. Dat cooldown tho.

He needs something to make him usable again.

Its no longer spin2win. Its spin2get-out-traded. He, at the very least, should not be getting out-traded if people are sitting in his E.

At the same time, he needs a bit more utility to make him viable in long-running games.

In order to shove him into a more significant niche, rather than one that doesn't really exist like now, he should get a buff to address both issues.

Reduce the attackspeed of champions who are hit by his E for a duration, possibly stacking the more times you are hit.

This will allow him to out-trade people who aren't affected by silence much and can just stand in his E to out-trade him. While it won't generally translate to kills, it will allow him to lane better and at the same time will give him some much needed utility for the late game.

Another alternative is to have his E apply a blank debuff and detonate for some effect upon reaching X amount of stacks, possibly for a total of two detonation if someone takes a full spin.

If Riot's retooling some tanks to give them a push into viability, this is a great way to do it without changing the classic feel of Garen and without making him a complete steam-roller again.
