Except Veigar gains bonus AP for farming with his Q, and his ult also scales off of enemy AP, so it's not uncommon for him to turn enemy AP champs into chunky salsa with the press of a button. If you gave him a higher ratio, you'd probably break him.

Well, it's a 1.3 ratio. And all of his other damaging ratios are in the realm of 0.2 to compensate.
