Well, he's actually correct in saying that.

If you check Kennen's League Wiki page, you get the following infos:

  • Kennen's passive applies a stack every time he hits an enemy with his abilities.
  • Kennen's passive lasts for 6 sec.
  • Kennen's passive stuns for 1.25 sec when 3 stacks are applied.
  • Kennen's passive stuns for 0.5 sec if the stun is applied more than once within 6 sec. This makes reference to the Tenacity duration cap that states: " It is however hard capped to not reduce the duration lower than 0.5 seconds. The final duration is calculated at the time of application. "
  • Kennen's R ticks every 0.5 sec, for 3 sec, and applying his passive stacks.

So, if you combine all these facts, you can easily deduce that Tenacity doesn't affect Kennen's stun if applied by his R. You can even see that they made the passive and R this way, when they changed Kennen in patch 6.9, to accomodate to the Tenacity duration cap of 0.5 sec.

However, Tenacity does affect his stun if applied by anything else than R, since he can't proc it in 0.5 sec by any means other than his R.

860 dmg from turret, 800 dmg from Kennen. Let's dive Kennen then blame stuns for it, not your decision making xD.
