Reduce the number of surrender votes needed to 3

I think we need to reduce the number of surrender votes to 3, because most of the time I either get a troll duo queue who won't surrender, or we get 3 votes for and the other two people just don't vote. I feel like half of the team wanting to /ff should be enough.

No. It would allow premades of 3 to terminate a game at their whim.

All the surrender fixes needed are:

Reduce the surrender time to like 15mins. Allow free surrender with no penalty after 5 minutes if someone fails to connect.

True, I think it should change based on having a duo/triple queue. It should also change when someone dc's or never connects.
