Riot is a joke of a game company. They nerfed veigar with the removal of DFG, and their answer in compensation for the removal of DFG was to nerf the shit out of his kit with a "rework".

The changes are already locked in for the patch. If he needs unnerfing (he will), they'll reduce the delay on E (it won't be enough).
