yes, its fucking stupid mostly because you often want to w while the animation plays, but you cant.

Yeah it can be pretty annoying sometimes. At the same time it sometimes does help me from being stupid and wasting my w as I'm silencing someone meaning I'm not going to be reducing much damage because they can't use any abilities
