Why does Thunderlord's Decree not affect minions or monsters?

It seems pretty arbitrary.

It's a passive on a 30s CD. You really don't want it to proc on minions.

Same with Deathfire Touch, it is really bad for AP, as the AD keystones are always present! Comment my thread: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/EK9y2Eg7-cherys-s6-mastery-review

Warlords is getting nerfed to champions, and the on-hit one is already only champions. As for Deathfire Touch, AP champions really don't need a buff to their wave clear.

Ok but still, it could still proc on jungle monsters

Because then anyone with a line skillshot would proc it on minions instead of the enemy champion, losing the trade and also pushing their lane.

Ok but why not the jungle?

Because its purpose is to add extra burst to your champion for trades, not to clear quicker. If they made it affect jungle monsters they'd have to rebalance the jungle to account for people clearing camps more quickly.

Although it wouldn't actually do much for early game clears so at that point why even bother?

It's literally on a 30 second cooldown, I doubt it would unbalance clears at all

It's being changed to 20, and since it's on a 30 second cooldown right now it would do nothing for you until you already have enough levels/items to not have problems clearing jungle camps, so what's the point? They'd either have to make it have two different effects for laners and junglers or it'd be unbalanced on one but not the other.
