Can we see Viktor buffs please

The champion needs too many items. He needs his upgrades. He needs Void Staff/Rabadons like every mage. His kit has great synergy with Lichbane and Rylais, so he needs them too. He's forced in to rushing an item that isn't gold efficient until level 13.

He also has a 46% winrate despite being relatively popular. Giving his upgrade more mana so his unability to fit a morellonomicon in his build isn't an issue, or 5 extra MS to help him kit better with his moderately low-range spells, would make him feel much better to play.
