someone tell me why a level 25 gets matched with these people?

so let me give you a bit of a backround here, i have a buddy that loves playing leauge but he cant freely spend money much because he has to help pay the bills because his mother has a mental illness and his father has a very tough time holding a job not to mention he still needs to finish his education so understandibly he also has very littile time to play.

with all of this considered he cant really afford good enough internet to play leauge so when he gets the chance i let him use my pc at my place, that being said over the past year or so he managed to get to level 25 and got pretty good (for a new play) i would say somewhere arround bronze at best. he loves playing yasuo even though hes not good at him.

he told me right before he left that for some reason he had a very hard time doing much in the games he just played and wasnt really enjoying it so i took at look at the first game he played here and this was what he was matched with http://i.imgur.com/BZ6YnCn.jpg?2

when people said things like "new players are being matched with people that are dimond and plat" i thought it was just some one exaggerating but apprently thats not the case.
