Option vote for Skilled Player

I've been encountering people that seem to have much more skill than what my current MMR would stand for, and my team as well as theirs speaks for it. I'm not going to blame smurfing, but it could be a cause. As well as ELO boosters.

But I would like to point out that these "Over-skilled" players are ruining the game for people that actually belong in the MMR they are in, as well as those trying to climb out fairly. It doesn't seem right to have a bronze/silver team with a bronze/silver skill level to get paired up with or against a player with diamond/plat skill level (Looking at how their mechanical skill pairs up with people of that level or pros I.E. split-second reaction orbwalking, countering abilities, using abilities to dodge other skills, perfect positioning, etc.) and give them the win/loss on a silver platter (Pun intended).

Could we have a type of voting system that the enemy team can vote on to boost that player's LP or give them an extra victory for their placements? Something that appears at the end of a game, like reporting a player, that, upon clicking, will have a pop-up vote bar for every player to click saying Does (Champion) (Summoner name) have great skill?

If 4/5 players vote yes, they would get a boost to up their ranking to help get them where they belong. This would reduce smurf rates, ELO boosters, and overall strong players' time in the lower division.
