Actually fully 'building' the Frostfang, I can't agree with, as the actual 100% build item isn't nearly as good.

You typically want the full build item. (either frost queen's or Eye) because the tribute passive doesn't get deactivated on the fully upgraded item. I know this cause I commonly use Frost Queen's in ARAM.

That said, individual turret hits don't apply spell effect or on hit effect so the passive doesn't proc. (though the pass though beam does.) And for that reason, I wouldn't be a fan on Frost Queens Heimer. (even on ARAM)

's procs is disabled when killing creeps which I certainly hope mid lane Heimer was doing...
