How about attempting to fix jungle by reducing the impact of the early game?
There are two major issues with playing jungle at any respectable elo right now:
- If the opponent is ahead, they can invade you 24/7 and you can't really do anything about it.
- If one of your lanes is losing early, you completely lose jungle control and often can't even attempt to help them.
If you run into either of these scenarios, you're basically removed from the game. You can't farm to catch up, because your jungle is gone, and you can't even attempt to gank because you're too far behind. You're left in a permanently weak state, with no option other than waiting for the game to end.
These issues also severely restrict the pool of champions that are viable in the jungle. In order for a champion to be playable in the jungle, they need to be able to reasonably duel the meta jungle picks and provide pressure for their lanes early on.
If you can't duel the opponent (or at the very least, escape from them), they have carte blanche of your jungle from level 1 and you're left completely ineffective. If you can't provide pressure for your lanes early and one of your lanes gets stomped, you'll lose control of your jungle while also being unable to gank the fed champions because they have such a huge number advantage.
An easy fix to both of these problems would be to reduce the impact of early kills. This prevents the scenario where the enemy jungle has a 1000+ gold advantage over you at level 6, from cleaning up botched dives or something equally dumb, and provides you with more time to make plays and close the gap. It would also deter hyper aggressive chain ganking.
