Poppy's is an example of a good counter. It inconveniences you, but you don't lose 90% of your health for dashing into it.

Taliyah's mines only trigger max 4 from dashing, at a reduced damage % after the first one, with a 40% ap scaling. If it does "90% of your health" then Taliyah has a lot of ap, and you have no mr. It's got counterplay, literally build any single one of the 3 major MR items (Abyssal, Spirit Visage, or especially Adaptive helm) and you won't die nearly as fast. Adaptive helm is literally designed for that type of spell.
