Can we get some context on the Blade of the Ruined King changes?

For those who are not aware, item 3153 has some tentative PBE changes that increase the amount of AD and lifesteal on the item, reduce the attack speed, and remove the active percent health steal. Riot is also playing with increasing the movement speed steal to 25% and allowing the player's auto attacks to increase the slow duration up to 4 seconds.

BoRK has traditionally been an item to allow attack speed based champions to shred high-HP targets, with an active that has more traditionally been used as a quick direct damage nuke. What I don't understand is why the item is being changed so that it synergizes less with the passive of 8% current health per hit (less attack speed) for slightly more attack damage. The primary users of this item would prefer to maximize attack speed in their builds Shyvana Trundle Kalista KogMaw just to name a few. Secondly, the item's high cost negatively impacts purchase desire with the removal of the damage nuke. While I understand that this active consumes a lot of the power budget for the item, the PBE changes do not appear to offer enough of an alternative to the current active to warrant outright removing it. Do you have additional tentative changes for this item to supply more power or are you redefining the niche for this item?

Thanks for your time.

I am opposed to the tentative changes on Blade of the Ruined King, specifically the attack speed being nerfed down to 25% Attack Speed (40% on live).

Side note - The experimental change to Warlord's Bloodlust makes little sense to me.

Context:

  • The purpose of Blade of the Ruined King is to counter health stacking champions.
  • Current Blade's active is too strong an effect for dueling, which is not (or no longer) its intended purpose. Thus, the active loses its %-HP nuke and the self-heal, retaining only the aspects it got from Cutlass.
  • The power freed by this goes into the primary stats of the item. Lifesteal is increased to 15% to enable it to be a primary Lifesteal purchase. Lifesteal also counters HP stacking, as the health return is based on the actual damage dealt, enabling you to live longer against champions that stack Health over Armor.
  • Shifting some of its power from AS to AD makes it a better standalone item. AS, as a multiplier stat, is only useful when there is something to multiply, whereas AD is a primary damage stat. Also, the item changes trade 15% AS for 20 AD - or, in gold efficiency, 375 gold for 720 gold.

Another thing to keep in mind is that overly high attack speed is not really that helpful unless you can literally stand there and shoot. In fights where you need to kite/chase (as ranged/melee, respectively) and constantly reposition, you will not make use of your full AS anyway, so it is better to hit harder to begin with.

Also, KogMaw builds a metric ton of AS anyway (Guinsoo's, Hurricane, Blade, Berserker's). He actually needs to be careful with his AS purchases to not accidently go over the cap sometimes! Also, see the point about kiting for him.
