We all know that Yi became super strong because of the Devourer.
But the real problem is that due to the devourer, you can't actually build against Yi.
He deals physical, magic and true damage , and on top of that it is consistent damage, so it shreds tanks as well. Not to mention he can dodge CC thrown at him with timing.
Now Riot will see what they made, and instead of nerfing Devourer they will bash Yi's goggles with a nerf hammer.

And personally, I don't believe so. I don't believe that causing on hit effects to apply 1 1/2 times again is inherently problematic. At most I would argue that the item scales too well with itself, as it also scales BotRK as well as other on hit abilities. And the only thing you would need to do to fix that is reduce the on hit damage.
Just because Sated Devourer broke Yi doesn't mean it's broken itself.
