Can Darius have his E's cooldown reduced early ranks but the same at rank 5?

Currently the cooldown on it early game is WAY too long, like crazy long, maybe reduce it by 3 or 4 seconds because the way it is now is awful for mid game teamfights.

Keep the late game cooldown the same but the way it is right now is just really bad.

Darius has many problems right now, but I don't think that would really fix any of them.
