Haha, oh boy, Ryze's E spreading without killing the minion is a great addition

Playing against him as a champion who doesn't have enough range to CS without getting near the caster minions is incredibly fun. Namely the part where he does an E + Q on any caster minion and chunks your health every time you go to CS, because this change leaves no window of safety.

At the very least, it should only spread to champions if he kills a minion or hits a champion with the E.
