"For things like Conqueror or IE though you could accomplish the same sorts of results using % pen"

except true damage bypasses % damage reduction abilities in champion kits. these abilities are often short windowed, and give the user the chance for skill expression. they were put into these kits with the intention to be strong short windowed defensive steroids.

i dont think its fair that these abilities now get partially ignored, just because you think true damage is easier to understand than armor pen. in both cases (true damage and resistance pen), building health to counter this type of damage makes sense. i dont know whats supposed to be unintuitive about it.

but resistance pen doesnt cause as much collateral damage to other (balanced) game mechanics.

Overall it has more negative effects for the user of Conq/IE because it reduces the effectiveness of lifesteal and damage amps. The only two champs I can think of off the top of my head that it really helps against specifically are Alistar and Garen.

Personally I think they should switch it all over the % pen and rework how the damage is displayed. They want the clarity of showing both the attacker and the target how much damage is ignoring armor... so just rework the damage display to reflect it for armor pen. Then switch all these true damage things to armor pen because it has fewer edge cases.

Warwick Irelia also have % damage reduction abilities.

Oh true it's pretty significant for them. Still we're only talking about 4 champs. I know there are a few others like Gragas and Yi but I don't think it's as significant for them.

So not many champs have to worry about this. That's why I think the negative effects for the user are more significant.
