More incentive to buy Cull

I don't even remember the last time I've seen someone buy Cull other than myself when I played Vlad top for the first time. First, I want to know: which types of champs did you intend for them to buy this item? Because currently, most champs either buy dorans shield if they need more survivability and easier CSing, or dorans blade if they need the extra HP and if they want to do a bit more damage. And mages almost always buy either corrupting potions or dorans ring or sometimes dark seal. BUT WHO THE HECK IS SUPPOSED TO BUY CULL? Maybe Gangplank so he can scale harder and easier into the late game, but they usually choose to select another starting item. Maybe Kennen to increase his gold income? I dunno and sorry I'm sorta ranting.

TLDR: Make cull a better starting item.

It gives no hp, low sustain, low damage

Like if you start Cull pot as a champion with mana, you can get far more value from corrupting pot

Cull is better on manaless champions I think

Cull is great on any champion who doesn't heavily rely on mana to farm or can gain the mana back easily. Cull Annie, q refunds mana on kill. Cull velkoz, Q refunds half mana on kill, kill two and done. All adcs. Graves makes great use out of it early on since it heals 3 on hit and he shoots multiple bullets.

This is an item designed for players who are able to manage their lane well early on. It gives a direct reward for focusing on farming perfectly, and, if you are talented, roaming/ganking another lane and snagging some tax in the process.

But they need the AP and the health from Doran's ring. Gives them a better chance of winning lane.

"Need"?

Some players are more adapt at staying safe and managing their mana better than others, is all.

Have you ever seen a Diana or a Xerath or any other midlane mage buy cull? No. Because they want the highest chance of snowballing their lane. Yes, they scale well, but winning lane can translate into winning the game early.

It works well on Urgot due to a synergy with his W (you get the on-hit healing 3 times per second, which is much more than what you would get from the equivalent lifesteal on Doran's Blade).

Beyond that, picking Cull is basically giving up the idea of winning lane and betting on the mid/late game, which is a risky bet. With that in mind, it can work on pretty much any champ, it's just admitting that you won't even try to fight in lane and just want to scale.
