talon starving for mana more than food

why 60 +75+55+100 mana (there was once a patch talon had double mana regen vs now half) not the case today. khazix 20+75+55+100 wukong 40+75+60

and for some reason fizz 70+40+130 at max ranks everyone and every skill ,still has mana to go untargetable.

such a huge draw back to play him, starving for blue like [slayer-pantheon-popcorn]

my ideea is make passive restore some mana when dealing bonus aa damage, or simply lower mana costs by 5-10 somewhere

i think he has worst passive ,worst cc in game. 0.25 S slow on E
