What If Veigar's Q Behaved Similar To Bards?

Right now Veigar has no means of making plays for himself. He is completely reliant on teammates making plays or the other team screwing up. I feel Riot won't buff his E because they don't want it "uncounterable" and if they make Veigar's W more reliable without a stun then they will probably nerf its damage, which would lower Veigar's burst. If Veigar's Q behaved similar to Bard's, meaning it will stun at least one target if it hits two, Veigar could potentially make plays for himself without being "uncounterable".
