If Renekton can have shield penetration, might as well give it to every bruiser

This mechanic is just beyond a joke. Why does Renekton of all champions get to have it? The word "fair" must apply to all champions. This shouldn't even exist. Shields aren't even a problem based off of the game's state, damage is too fucking high.
