Lucian is called "op" because he doesn't have to pray to RNGesus to get things done

He either get things done or he gets things done faster when crits happen.

Meanwhile, all other adcs have to pray that their first 2 hits are crits so that they stack frenzy and start off with a considerable burst. Anything less is too much time and you're most likely dead soon because you can't keep on keeping a distance forever in the current state of the game.

But let's keep on pretending that critical is a perfectly healthy stat which doesn't need any change.

Lucian, and to some extent Vayne, are the only ADCs that make you feel rewarded in accordance to how you play and not just for being lucky/unlucky with crits when you actually need them most.

Mind you, people are down voting you cause they don't want the freelo, you don't need to hit abilities to activate the passive Lucian.

Even though Lucian is only an example and not the main point.

Alternative examples are Vayne and Corki. Both of them won't require praises to the crit god in order to be effective.

All of these carries, come mid-game, will always reward you according to how well you play them. Fast forward to picks like Caitlyn, Tristana, etc and you need some really solid crits in order to do anything.

Lucian, Vayne and Corki don't need criticals until late game. All other carries need them by mid-game in order to be effective.

That disparity in reliability could easily be classified as "op" as soon as they become top. Aka, as long as crit is so unreliable, the fotm cicles will always be between Lucian, Vayne and Corki. Maybe Ezreal since he is a tri-force user, but he has fallen and it would be hard for him to outclass Corki.

I don't find Lucian to be particularly overpowered anymore.

Please read a little deeper into the thread. It's not dedicated to Lucian's power levels. Lucian is the example used to prove a point.

Think about which ADC has been top tier within the past years.

It's either:

Lucian, who doesn't need crit to get things done until late-game. Corki, who doens't need crit to get things done until late-game. Vayne, who doesn't need crit to get things done until late-game. Tristana, who had such a huge attack speed boost on top of a huge base, which means that she would put out so many hits within the same time window that crits were practically guaranteed. Jinx, who has an overloaded kit, on top of a huge AS steroid that results in the same scenario with Trist. Additionally, her W had insane scaling on her prime.

So, in order to be a good ADC, you need to either be able to function without crit or have such huge AS steroid that the time frame for crits to fail you is irrelevant. (or both in the case of Jinx on her release)

Let's not forget Varus Piercing Arrow and hail of arrows and, in the old times, graves that could 100-0 a carry buyilding only BT and last whisper.

Fuck crit ADCs. Corki and Kog'Maw all day.

Those are indeed another 2 prominent examples of getting things done without requiring luck until late game. Especially Corki.

Except Lucian was the best ADC even when nobody was rushing crit.

There's always a best. If it wasn't Lucian, I'd mention Corki. If it wasn't Corki I'd mention Vayne.

Point is that, with the only exception being specific situations when an ADC can reach 2.0+ AS for fun and crit galore, the fotm ADC is always someone who doesn't rely on crit for the mid-game, even in an era where IE got buffed, like now.
