enable the surrender vote option, when the game registers a disconnect for 5 minutes
regardless of game time.
it doesnt happen very oftn, but i dont see the point of sitting through 20 minutes of a 4v5, when one player never connects.

riot is afraid of something like this, because there might be abuse cases.
but enabling the surrender vote option early on a disconnect should be possible without problems. and it still remains a team decision.
