I mean, they're both dragons. I don't understand why this guy is allowed to fly over terrain but for some reason Shyvana (or Anivia, Quinn, etc) can't. And yes I'm aware she already has a VERY strong kit. But she is a DRAGON. She should be able to fly.

That is just his E though, and not an Ultimate like Shyvana. Shyvana is like the only champion who has a dash like ultimate who is not immune to CC while doing it. 
are all immune to CC while ulting, and yet Shyvana isn't.
