Runic Echoes was added in 6.1 as well as his slight mana buff and his winrate hadn't gone up as much.

There were no changes in patch 6.2 that would directly affect him, yet his winrate spiked even more.

Fiddle has a low playrate and the people that play him have the highest average number of games than on any other champion so it's really not surprising. He's still honestly not that good despite the winrate.
