There have already been lots of discussion about kindred's poor state but little to nothing about what is being done to help the champ. Is the champ even being looked at?

Champions do not have to be popular or have a 50% or >50% winrate to be balanced.
Kindred have a high skill cap, and most high skill cap champions are in a healthy place significantly below 50% winrate.
Tell me, how do you buff them?
If you buff their late game, it's basically pointless, as their late game is already insanely good. If you buff their early game, you have the Yasuo / Vayne problem where you cannot shut them down and they will hit critical mass, and they'll be overpowered as fuck, like they were before.
If you buff their utility, they'll be better from behind, but they're already potentially very strong when ahead due to Lamb's Respite allowing them and their team to turn fights.
Their kit is sort of niche and hard to use, which doesn't appeal to a lot of people, and it's healthy enough that it doesn't deserve a rework. So there's no need to fix what isn't broken.
This is coming from a /Kindred main/.
Before the nerfs, I was easily achieving an 80% winrate even in high Platinum. I can still average a 60% winrate, and I'm not playing anywhere near my peak and I don't try particularly hard in ranked.

The winrate alone don't say anything, but when you correlate with the play rate it's become obvious.
And when you see them fall hard patch after patch, it's right to make some judgement.
You lost damage with the fervor hit, and you will lose more dmg after the red change.

I remember seeing buff Kennen threads awhile back, and people complaining about how he's never played, and surprise! He shows up in the LCS all the time and then invades my YOLO queue for months.
Popularity =/= effectiveness. Just as win rate is far from the only metric of balance.
Their late game is still as insane as ever, and one of their popular items, BotRK, just got buffed.
Also, just to test since, yes, I usually play Kindred ADC, I ran Smite and had zero problems, without a leash, clearing Red Buff and Krugs to hit level 3, and I had 500 health left over and only used one potion.
What, exactly, is the problem that Kindred is supposedly having at the moment? The only camp I can think of that would be any trouble at all would be Raptors.
Pnakotic1 votesThe jungle isn't a probleme with monster alone. I can clear all the jungler without leash and pot, with full hp ... Not a probleme.
You don't have dmg / tool (for duel)/ Sustain, you lack range / ms, and can be killed by all the champ with negativ score if you are not careful, your snowball is weak, and i don't taking kill anymore and prefere give it to my mate. That how is it actually if i want to win!.
BotRK, not a core item and more particuliar, (if you have to down a Sion or Zac, someone with high HP) i don't build it, the cost is to high (or in last item)

Seems to work best for me with this present Kindred. Though I heard a patch is coming for them soon.
What it is: Q scaling is better. W when Q'ing after (gain 50% increase attack speed for a short time) W damage increase. E damage increase.
Wish the ult got buffed tho. like everyone gets 300 health. though if kindred is in the circle she gets double (600) health in return.....and i wider radius. cause zac is now fking op.
also with those items i mentioned. brought me back from a losing game. 22/4/?? and i solo barron. got another barron and killed 3 fire drakes and a wind drake. Also 1 v1 a fed yasuo (15/?/?? very good player, still one.
