Lethality and Disintegration (new name for flat magic pen) tooltips

To make it clear what they do, there should be tooltips that say:

Lethality dramatically increases physical damage dealt to low armor targets by stripping them of their base armor.

Disintegration dramatically increases magical damage dealt to targets with low magic resist by stripping them of their base resistance.
