Limit Ranked Champion Pool to Mastery

I think this is a good compromise, and enough time has passed that anyone who is serious about their champ pool should have mastery levels. It would also solve the problem of new champ releases without punishing people who are really serious about the champion (time-based restrict).

Maybe Mastery 4 would be good?

No, thanks! I've been playing since S3 and don't play often, however I only have one champ even remotely that high and he's not fun for me as much as others... so... I have to grind Normals to get back into ranked after 2+ seasons of play? No.

Should just be a rank 1 like they do over in SMITE: BOTG cause it works very nicely that way.
