So what are you even supposed to do against gangplank?

I'm not saying the champion is broken or overpowered, but seriously this is one of the most uninteractive champs in the game. You get to the point where if he kills you he can start being oppressive in lane, but if you get a lead on him he never actually has to do anything. He will sit there and stack barrels and farm in safety and it's just a stalemate until he maybe ults lanes for assists/kills. If you leave he one shots waves and starts taking turrets. If you stay you're both just stuck farming, but he still gets global pressure with his ultimate.

If the counterplay to a single champ is to "get more people" then it's not counterplay and is overpowered. Riot said the same thing about Darius when he first got his mini rework "just gank him" then he got nerfed because they realized it was stupid reasoning

you play Vladimir or Viktor and out-scale him while farming up hungrily

gp has a very weak early game, exploit that... take summoner 14 and try to kill him early (lvl 1-3) or force him off minions and prevent him from farming

make him use ulti in TOP lane instead of other lanes when he gets 6... by "faking" an all in if your afraid of his global pressure

never had a problem as a top laner vs gp so many champs just shit on him early... for example champs that I play Pantheon MonkeyKing

pretty much just dont let him scale is my tip

p.s. play him in bot matches just to get used to his "barrels" and cds can also help :D

Always alert your teammates when there's a GP during the early game as when he hits 6, tell your team to play passive and only go for picks if the kill can be secured or else GP can catch your teammates out with his ult.

Also, learn to position to counter GP's barrels. They hurt a lot yes, but they're more predictable and easier to counter than Yasuo's E. When GP intends to triple barrel, immediately back away. Also, don't go into bushes or else you'll run the risk of GP just popping out a barrel to blow your HP up.

Also, deny him every opportunity to farm with his Q.
