Meddler, why are you not looking at hotfixing buffing Vlad?
The list of champions you're looking at buffing aren't even doing as poorly as Vlad right now, and many of them have been a larger issue than Vlad in the past, even if you include the tank build.
Hell, the tank build won't even be good unless you directly buff his HP ratios or base damage since you dropped its damage by 20%. There's very little risk in giving compensation buffs for the Rylai's nerfs as long as its directed toward anything other than base damage/HP ratios.
Why are you not looking to give him a buff when he dropped from ~48% winrate to ~41% with the Rylai's nerfs?
