Evelynn needs an actual gapcloser (along with some minor nerfs to compensate it)
I think Eve is in a more or less healthy spot at the moment, could be a tad bit overtuned but not godlike 100% pick/ban status.
However, she feels incredibly clunky due to the fact that she has no REAL gapcloser. Her E has a miniscule range, and if you use her ult as a gapcloser you just gave up a good 40-50% of your damage.
As i said, Evelynn is in a more or less good spot. She is in no way underpowered. However, i feel like she would be a lot more smooth to play as if she had a gapcloser. Obviously she would need some sort of nerfs (such as lowering her % mr penetration or making her Q less reliable and punishing when you miss it) to keep her balanced.
My Suggestion
When Evelynn hits her Q, her E has 3x more range when used on that target only. In return, make it so that when she misses her Q, the spikes do 30-50% reduced damage TO CHAMPIONS ONLY.
This will reward Eve for hitting her Q, while also making it a bit more punishing when she misses it (thus adding more skill expression into the champion.)
