Yeah, because God forbid we have diversity in this game... every champ needs to be completely pigeon-holed into one role.
...and that's why you aren't a game designer.
... and thats why braum cannot be allowed to top lane, and why bard cannot be allowed anywhere but support.
Designing a champion FOR support means a lot of utility and a next to 0 damage; it makes unsatisfying gameplay that is mechanically powerful and only used for the utility.
If braums Q - winters bite - was a pass-through skill shot that stopped when it hit an enemy champion, braum would be a viable top laner. Not the best, not crowding anyone out, but for people who WANT to play braum outside of his god-forced role he would be capable of it.
Supports need to be based around utility, but they also need to be capable of things OTHER than support to be worthwhile as champions. Otherwise no one uses them unless theres no other option or theres a wombo combo.
edit;
theres three things a champion MUST have to be viable and worthwhile;
- Waveclear (Ever play a champion with no waveclear? Lane phase sucks. hard.).
- safety (be that in the form of an escape, healing, or durability).
- Presence (A champion should never be a non-factor).
If a champion is missing one of those, they simply arent worthwhile to play even as an off-pick because theyre either useless when behind, or dont impact decisions by the allied or enemy players.
