Lagging with great fps and ping

Whenever i play league in the morning,any time i return to it later i get this horrible lag when my ping and fps are no different. no sort of drop or spike,simply lagging for no reason. I have tried all the applicable previous methods,and none work. does anyone even know what causes this?

EDIT: Apparently its packet loss,I'm not the only one getting it, a streamer TSM Bjergsen also seems to be getting it. its getting to the point where league is more stress than the fun it provides.
