Why is AP Cho'gath

Ulting me for 1,200 TRUE damage? Even though now his ulti scales off of his max hp and much less ap than it used to , he's able to get that much hp through his ulti passive. Can we also make it so that his ulti doesnt do true damage? you know so that he can't get gargoyle stone plate and do even more absurd damage with his ultimate?
