Literally nobody takes darkharvest after that nerf. Now our choice of runes is even more limited than it already was. Darkharvest was on pair with Electrocute, but now it is way weeker, so nobody wants to feel weak and nobody plays it. Buff it in a reasonable way, so that it isn't broken, but isn't as garbage as now. More than damage change its drop.

They refuse to balance the champions who are a problem with it (MF for example) so balance the rune as a whole.
