Since the nerfs to , Shen's value went way up. He can take TP, and with his ult, impact the entire map quite often. This is why he is one of the top 5 split pushers in the game. You have to send at least two people to stop his push and if you try to force a 4v5 teamfight, he ports in and turns it around.

There are no balanced champs in those games
