i just finished ranked with jungler on our team that forget to swap to it. best way to play the game is not play it at all since without jungler items you cant really do anything and you loose a lot of exp. my solution to this is that you can buy the item at the shop even without smite but you cant use summoner spells until some breakpoint in game (lvl or time or killing dragon) then you can change to smite as you had unsealed spellbook mastery the point of this is to make it possible to win the game

I think they added that requirement because laners were abusing jungle items for the free ass stats, because they are extremely gold efficient. especially those cinderhulk toplaners.

If they were to add something, instead of what you suggested, it would be easier if at the start of the game you were able to switch a summoner spell over to smite as long as you do it before leaving base.
